Last checked: October 2026 · Part of our Japan train guide

For years the JR Kansai Area Pass was the default answer for getting around Osaka, Kyoto, Kobe and Nara. JR West stopped selling it on September 30, 2026, and a lot of trip plans and older guides still count on it. Here is what changed, which JR West passes you can still buy, and when an IC card or a private railway day pass is the better deal.

Quick answer
  • Kansai Area Pass: JR West ended sales on September 30, 2026. Passes bought by then stay valid for their full period.
  • Closest JR replacement: the Kansai Mini Pass, 3 days for ¥3,000 (Osaka, Kyoto, Kobe, Nara and the airport rapid train). It does not include the HARUKA express.
  • Going further: the Kansai WIDE Area Pass (5 days, ¥12,000) adds Himeji, Okayama and limited expresses; the Kansai-Hiroshima Area Pass (5 days, ¥17,000) reaches Hiroshima and Miyajima.
  • Airport: buy the HARUKA One-way Ticket (¥2,200 to Kyoto, ¥1,800 to Osaka) or take the JR rapid train with an IC card.
  • Often cheapest: an IC card such as ICOCA or Suica, plus a private railway day pass on your busiest day.

What happened to the Kansai Area Pass?

JR West’s official pass page now says sales of the Kansai Area Pass ended on September 30, 2026. If you bought one by that date, you can still use it for its full validity period. If you are planning a trip now, you need a different ticket. The pass used to cost ¥2,800 for 1 day up to ¥7,000 for 4 days and covered JR local and rapid trains around Osaka, Kyoto, Kobe and Nara, plus the HARUKA airport express.

What about the QR-code version?JR West’s WEST QR page still lists a digital “WEST QR Kansai Area Pass” (from ¥2,700 for 1 day) sold only through travel agencies outside Japan. It is scanned at ticket gates from your phone. Whether you can still buy it depends on the agency, so check with the seller before you count on it.

Kansai Mini Pass: the closest replacement

The Kansai Mini Pass gives you 3 consecutive days of JR West local, rapid and special rapid trains around Kyoto, Osaka, Kobe and Nara for ¥3,000 (¥1,500 for children). It includes the Kansai-Airport Rapid Service between Kansai Airport and Osaka, but the HARUKA limited express needs a separate express ticket, and the Shinkansen is not covered at all.

  1. Buy it before you flyJR West sells the Kansai Mini Pass as an E-TICKET through sales locations outside Japan. Its pass page does not list online or in-Japan sales, so do not plan to pick one up at the station.
  2. Exchange it in JapanShow the E-TICKET and your passport at a JR West exchange location within 3 months of the E-TICKET being issued.
  3. Choose your 3 busiest JR daysThe 3 days run back to back, from midnight on the first day to midnight on the third day. Start it on the day you ride the most, for example arrival from the airport plus a Nara day trip.
The JR pass trap in Kyoto and OsakaMany sights are on private railways or subways that no JR pass covers: the Hankyu and Keihan lines, the Kyoto and Osaka subways, and city buses. If your hotel is in Gion, Namba or near a subway station, you may ride JR far less than you expect.

Kansai WIDE and Kansai-Hiroshima: for longer trips

5 days · ¥12,000

Kansai WIDE Area Pass

JR West and JR Shikoku conventional lines in a wide area, reserved seats on limited expresses such as HARUKA, KUROSHIO, KONOTORI and SUPER HAKUTO, and reserved seats on the Sanyo Shinkansen between Shin-Osaka and Okayama. Good for Himeji Castle, Okayama, Takamatsu or Tottori.

5 days · ¥17,000

Kansai-Hiroshima Area Pass

Reserved seats on the Sanyo Shinkansen between Shin-Osaka and Hiroshima, limited expresses such as HARUKA and KUROSHIO, JR West local trains in the area and the JR ferry to Miyajima (a ¥100 visitor tax is paid when boarding).

Both passes can be bought in advance through JR West’s own online reservation site (bookings open one month before your first day, at 10:00 Japan time), through travel agencies outside Japan, or at travel agencies in Japan. You collect an online booking at a station machine or ticket office with your reservation number, the same credit card and your passport. JR West says virtual and numberless credit cards are not accepted.

Kansai Airport without the old pass

The Kansai Area Pass was popular because it included the HARUKA airport express. Without it, foreign visitors can buy the HARUKA One-way Ticket in advance: ¥2,200 from Kansai Airport to Kyoto and ¥1,800 to Osaka or Shin-Osaka. If you are going to Osaka, the JR Kansai-Airport Rapid Service is slower but costs about ¥1,180 with no transfer, and it is covered by the Kansai Mini Pass. Every option is compared in our Kansai Airport to Kyoto and Osaka guide.

No pass at all: IC cards and private railway day passes

For many first trips, the simplest plan is an IC card for everything plus a day pass on your busiest day. ICOCA is JR West’s IC card and works on trains, subways and buses across Japan, and a Suica from Tokyo works in Kansai too. JR West sells a visitor-design ICOCA at the JR ticket office in Kansai Airport station for ¥2,000, which includes a ¥500 deposit, and you can charge up to ¥20,000.

Which one should you buy?

Kansai Mini Pass

3 busy JR days

You arrive at Kansai Airport, stay near a JR station such as Kyoto Station or Osaka (Umeda), and plan JR day trips to Nara or Kobe.

Kansai WIDE

Day trips beyond the cities

You want Himeji, Okayama, Takamatsu or Tottori in one 5-day block, with limited expresses.

Kansai-Hiroshima

Kansai plus Hiroshima

You go from Osaka or Kyoto to Hiroshima and Miyajima and back within 5 days.

IC card only

Where to stay

Stay next to a JR station

With a JR pass, a hotel a few minutes from Kyoto Station or Osaka Station (Umeda) saves the most time. Namba is better if you mostly ride the subway and Nankai. Compare hotels on Booking.com, or read our Kyoto and Osaka where-to-stay guides.

FAQ

Is the JR Kansai Area Pass still available?

No. JR West ended sales of the Kansai Area Pass on September 30, 2026. Passes bought by that date remain valid for their full validity period. JR West’s WEST QR page still lists a QR-code Kansai Area Pass sold through travel agencies outside Japan, so check with the seller whether it is still available.

What replaced the Kansai Area Pass?

The closest JR West option is the Kansai Mini Pass: 3 consecutive days of JR local, rapid and special rapid trains around Osaka, Kyoto, Kobe and Nara for ¥3,000 (¥1,500 for children), including the Kansai-Airport Rapid Service. It does not include the HARUKA limited express or the Shinkansen.

Does the Kansai Mini Pass include the HARUKA from Kansai Airport?

No. The HARUKA needs a separate limited express ticket. Foreign visitors can buy the HARUKA One-way Ticket in advance: ¥2,200 from Kansai Airport to Kyoto and ¥1,800 to Osaka or Shin-Osaka. The Kansai Mini Pass does cover the slower JR Kansai-Airport Rapid Service.

Which Kansai pass includes the Shinkansen?

The Kansai WIDE Area Pass (5 days, ¥12,000) includes reserved seats on the Sanyo Shinkansen between Shin-Osaka and Okayama, and the Kansai-Hiroshima Area Pass (5 days, ¥17,000) includes reserved seats between Shin-Osaka and Hiroshima. Neither covers the Tokaido Shinkansen to Tokyo.

Do I need a rail pass for Kyoto and Osaka?

Often not. Many Kyoto and Osaka sights are on private railways, subways and buses that JR passes do not cover. An IC card such as ICOCA or Suica, plus a Hankyu/Hanshin (¥1,600) or Keihan (¥1,650) 1-day pass on a Kyoto–Osaka day, is usually enough for a city-based trip.
